Are legends true or not? Are they based on real people or just invented by stroytellers?

I don't suppose any of them are true, but there might have been a figure the legends gather around- a real good-hearted outlaw, a big brave forest man, or the inspiring leader of a small kingdom. The Paul Bunyan stories seem the wildest and perhaps therefore the most made-up.
